In Yarmouth, Nova Scotia, people have been asked to participate in a lottery in order to win a doctor?

Usually it’s up to doctors to advertise their practices and patients to phone to get in. But with so many residents without a family physician, health officials wanted to try a lottery to ensure a fair process at the Ocean View clinic.

And thousands of people did not participate, in some cases, not to jeapordize the ’really sick’ chances for health care.

How is it that such an idea even made it past go?
